Why couldn't Madam Pomfrey mend Ron's broken leg in Harry Potter and the Prisoner of Azkaban?

In the second book, she says that "I can mend bones in a heartbeat..." so why couldn't she mend Ron's broken leg after Sirius (as a dog) dragged him into the whomping willow? Thank you!!
